Victor Orozco leads impact evaluations of innovative solutions with the aim of informing their effective scaling in development investments. He founded the World Bank’s groundbreaking research program on entertainment-education, a transformative initiative harnessing the influence of entertainment media to advance global development objectives.
As a Principal Investigator, he has overseen more than a dozen large-scale randomized control trials across Latin America, the Middle East, Sub-Saharan Africa, and South Asia. These trials span diverse areas such as gender empowerment, HIV prevention, social cohesion, and environmental sustainability.
In the field of entertainment-education, Victor’s remarkable contributions include measuring the impact of: (i) the highly acclaimed television drama MTV Shuga in promoting safer sexual behaviors and reducing gender-based violence in southern Nigeria; (ii) the International Emmy-winning series ‘My Better World,’ produced by the Discovery Learning Alliance, in elevating parental aspirations and enhancing children’s educational outcomes in northern Nigeria; and (iii) a Facebook-PFI campaign that delivered entertainment videos reshaping gender norms and reducing permissive attitudes toward domestic violence among urban youth in India.
To amplify the policy influence of this research, Victor hosts global forums that bring together key stakeholders from the development sector, major technology companies, and the media industry. In his latest forum collaborations, he joined forces with the Hollywood Foreign Press Association to explore Innovative partnerships between the development and entertainment sectors and Using entertainment media to combat violence against women and girls.
Victor holds a Master’s degree in Public Affairs and Economics from Princeton University, and a PhD in Social Intervention from Oxford University.
